I'm not sure, about Lowes, but know WalGreens will not let you use a Walgreens gift card for a Disney gift card (or any other gift card for that matter). I tried a few months ago.
My Lowe's let my son do it. He won a Lowe's gift card at our neighborhood clean-up. He's 8 and doesn't need things at Lowe's so they let us buy an Amazon gift card with it. The manager had to approve it but it was nice and easy.

In my experience with Walgreens, if you let them ring up multi items along with gift card then tell them I am using 2 forms of payment then I RUN THE walgreens gift card then pay the balance with another card. Its worked at least 10 times for me. Maybe that would work at Lowes. My step dad works crust set ice at Lowes, I'll have to ask him.
I know you can't ask if you can pay a gift card with a gift card because even Walgreen's will say no. But the register will do it. Now I am curious about Lowes!
Leow's company policy is no, you cannot buy a gift card with a gift card. However, if you ask hey may allow it. Ask to speak to the manager. If you ask a cashier they will most likely say no since they cannot approve the transaction.
You are probably right. The cashier at customer service had to call the manager to see if it could even be done. And once there, the manager did the transaction since the cashier was confused. I probably said it wrong earlier. The manager didn't have to "approve" the transaction, he had to be asked if it could be done. Bad choice of words on my part.
There was a lowes employee on the boards a while ago who said they will not allow this.
On a side note if they did it would be known as some cash back credit cards offer 5% back on lowes form time to time plus you get an additional 5% if you buy through the link online for a total of 10% cash back. You could then buy Disney Gift cards or others at a 10% discount.... If it could be done it would be
