Looking for small treats

It's not really small but something that can easily be stored in a baggie and may be toddler-friendly with no sugar is the Cheddar Garlic Bagel Twist at Maurice's Treats. Easy to hold as well. Also at the Tiki Room you can get just a pineapple spear rather than Dole Whip.
 
Go into Trolley Treats or the Candy Shop. They have plain rice krispy treats there (I saw them today). They also sell bagged and boxed treats, cookies, candies, etc. Try the chocolate covered pretzels, or the shortbread or choc chip cookies. They are small, but character shaped. Give your child 1 or 2, and save the rest for later.

my daughter loves the little bag of chocolate mickey coins, sold at the candy palace and other places. It's just straight chocolate so yes, sugar, but not a lot of toppings, sprinkles, colors etc. And you can pace them.
 

I really like the bundle of 5 suckers you can buy (either Mickey or Winnie the Pooh shaped, in different fruit flavors). They're fairly small and, of course, pure sugar, but if you only dole them out one at a time, I think they'd work quite well. They're usually on a shelf underneath the displays of the large lollipops.
