I am thinking of adding on in oct at blt when at wdw I have a august use year and wonder if I would recieve 2008 points

PP is correct. BLT does NOT have 2008 points since it wasn't open yet. I also have an August UY and finished signing papers in Nov. 2008.

Even if BLT had been open since 2007,with an August use year, the OP would not receive 2008 use year points if he/she adds on in October 2009. He/She would receive 2009 use year points.
