should i just put cable ties on our checked luggage, in case the airport should decide to open our luggage? (they're more easily replaced than the 3 digit mini combination locks i've been using for years) thank you

The lock on baggage is a means of preventing accidental opening, not a theft preventer. Anybody can steal baggage by taking the whole thing.

If they need to inspect baggage they should do it in your presence, like they do for the Department of Agriculture on all Hawaii to other state flights. They can certainly summon you to the gate counter if they had a need to inspect it after you left the main terminal check in counter.

Also a broken lock is a telltale sign of suspected employee theft.

A cable tie can be broken/cut by someone and replaced with a new one without you ever knowing.
If you have cable ties, you will need some way of cutting them off when you get to your hotel. Since pocket knives, scissors and things like that won't be allowed anymore, you will either need to buy one when you get to Orlando or borrow one at the front desk.
