Local calls out from PBH?

Sorry to sound like a stupid Brit, but that's what I am on this occassion.

Does the hotel charge for local calls if I dial from my room?
Is it better to use the coin phones in the lobby?
I need to place a grocery delivery order!

I do believe they charge something like $1 for local calls.

I called RyGuy in Tower 3 from Tower 2 at RPR and was charged $3 for a long distance call. His cell had a different area code.
