LL to standby ratio question...

One thing my wife and I noticed when we were waiting in the standby line for Space Mountain last week, was that we would often see them holding the standby line from moving, even though there were absolutely no LL guests coming through...it's almost as if they were purposely waiting for a certain LL ratio to come through even though there was no one physically there at the time and they could have kept the standby line moving along. Every once in awhile you'd see a huge influx of LL people go through....but then it would dry up....yet they wouldn't have the standby line start moving. That line was totally grueling. We got in line when it had a posted 80 minute wait. We stood in line wayyy longer than this, the first half being in the blazing sun. The worst part is once you get in the building and there is absolutely no airflow and you're crowded with all those people....and dying of thirst. Unfortunately I had no water with me and I felt like I was going to pass out it was so hot in that building. All lines need vending machines along the way in my opinion! I was completely miserable in that line, but to see them holding the standby line from moving when there were absolutely no LL people coming through really ticked me off.
I wish I would have timed how long we were in that line, but it was way longer than the posted 80 minutes.

A coworker of mine was there last week as well and informed me they got in line for ToT when the posted wait was 65 minutes. However he said they made multiple announcements when they were in line that due to an influx of LL guests, that the wait time would increase. He said their 65 minutes turned into 2.5 hours. That's completely insane and unacceptable!
 
I don’t know what the ratio is. FP ratio was reportedly 80% of capacity given to FP…. And allegedly LL is supposed to be much, much less.
The problem is , there are so many ride breakdowns etc there are unpredictable large influxes of LL. I think the whole system stinks.
 
The possibility of this happening is why I’ll never enter long standby lanes for SDD, Remy, and MMRR amongst others where there is little to no shade for folks in line outside of the ride buildings or main areas. Disney definitely needs to do a better job of managing long outdoor standby line queues for some of the headliner attractions.

I've read that the default LL-to-standby ratio is 4:1, but it can go higher if LL lane backs up.

I saw this happen waiting standby for Dinosaur in AK. Posted wait time when we entered was 25 minutes, but kept seeing LL guests go past us and standby ground to a halt. After 20 minutes of that we cut our losses and left to do something else.
