I am considering going to Epcot for early entry then hopping to MK in November. I was planning to buy LL and going to try to get Remy, Soaring and then Winnie the Pooh, is that possible to book 2 rides at 1 park and then the 3rd at the other park. Once I tap into Remy can I try to Tiana? If I can't get Remy, say I just reserve Soaring, Tiana and Winnie the Pooh, can I use Soaring and then try for Test Track? I know that Tiana and Test Track are tier #1 rides but Soaring and Winnie aren't.

No not initially your up to 3 LLMP selections must be for the park you purchased your LLMP for. Once you tap in to your first selection then you can make another LLMP selection at any park or at your current park with no restrictions on tiers.

Once I tap into Remy can I try to Tiana?
Yes or any other LLMP attraction and MK, AK, HS or even still at Epcot.

Does this make sense?

Since Tiana is important to me here is another thought: Book Test track, Soarin and then tap into TT and try for Tiana and at that point I can try to book other Tier 1 rides in MK like Tiana and then for my 3rd Peter Pan? Is the tier 1 restriction after I tap into my first tier 1 ride? Or if I can't get Test Track early and can get Soarin earlier can I tap into Soari first and have Test Track but after tapping into Soaring try for Tiana?

Go ahead and book three at Epcot. When you tap into the first ride, you can then make any other additional selection in any park regardless of tiers. Tiers are only for your initial three and you can always get a new one as soon as you have used one. This is of course subject to availability and the Tier 1 attractions tend to go the fastest. I think you should be okay for a later in the day Tiana's. I fon't know how soon Peter Pan sells out.

I know it sounds weird but I am planning to start in Epcot because I really want Guardians, Test Track and Soarin (early entry so can walk on and maybe ride more than once if can get a LL or a ILL). Then plan to hop to MK because it a holiday party day and stay there for a while and at some point hop again. It is an adult solo trip so part of my fun is the hopping! Want to end up at Epcot later to eat

This is going to sound dumb, but you're better off going ahead and booking 3 in Epcot even if one is Nemo or Figment. Make that attraction your early LL and just tap in (hopefully there will just be one tap stop, not 2 like some other rides) -- you don't have to ride that ride, but as soon as you tap in you are then able to book a LL at MK (or whatever 2nd park you might pick). That is my advice.
 
FWIW You may not even want to use a Lightning Lane selection on Test Track since the Single Rider line usually moves rather quickly.
Great advice. The single rider line was practically walk on for us. We did have a LL, too, later on the same day and it was a bit longer of a wait -- but then all 3 of us were in the same row, so that was fun.
