Linking Annual Pass Voucher

I hope someone can help me. I just purchased 3 annual pass vouchers. I was given the confirmation number and I inputted that into MDE. All 3 were assigned to me, so I went and reassigned the passes to the correct members of my family. I thought I was good to go to make my fast passes. When I click on the 3 of us, the 2 say that they do not have passes and I can not make fast pass selection for them. What am I doing wrong?

Other times I have done this, it would all link up. Help! Thanks!
