Going on a cruise out of Galveston in Jan with my in-laws and we have two cabins. We are Gold but this is their first cruise. Our booking window for excursions opens 90 days. Can I book for them at this time as well or do we just need to wait until their window opens to make sure we can select the same activities?

Unless you have a gold castaway member in their cabin, you will have 2 separate booking windows.

My family is split between platinum and silver. I place a platinum member in each cabin to be able to book everything at the same time.

Ouch. Ok, may look at changing the names. Is this booking window the only disadvantage? Can’t think of another one off the top of my head but could easily be forgetting something.

Question - we have done the same thing for our upcoming cruise in Feb on the Wish. How do you manage it when you get on ship? Are you able to move folks around?

I don’t think it matters once you are on the ship. Only for booking excursions is my understanding.

Guest services just gives extra room keys. It is kinda a pain to keep up with 2 keys! But it’s worth it for the free palo and to book everything at the same time.
 
We switch people all the time. Usually works just fine. Yes, carrying an extra card can be slightly annoying, but especially when it is platinum with 1st time cruisers, the benefits are huge.
 
Another bonus of splitting the Gold Castaway members between cabins is double the Castaway member gifts! Once you're onboard guest services will have no problem issuing another card for each room. We've done that plenty of times, without any difficulty.
 
One snag I ran into with the two cabins/different levels booking situation was that my 16 year old niece (gold level) wanted to go on a bobsled excursion with her adult brothers who were booked in my platinum cabin. Her father (silver level) was booked in her cabin but wasn't going on the bobsled excursion. When the gold window for her cabin opened, the system would not let me book the excursion only for her (presumably because she is a minor). I had to call and explain that she would be going with her adult brothers in my cabin in order to book her excursion. This may not be a problem for the OP but thought I'd mention it in case it's a consideration for how to split the party between two cabins.

Be careful when you switch! My friend split our party because we weren't Platinum yet. We went to guest services to get the charge cards put to the correct room and lost the free Palo .

Luckily for us, all the charges go to me. We don’t make our adult sons pay for anything when they cruise with us!

Each individual can have a different credit card set to their account. No need to get anything changed onboard for that.
