Lightning lane return times

This may be a dumb question. Forgive me if it is. Trying to sort out Genie plus. I know you can start booking your rides at 7 am but what happens when for example Animal Kingdom opens at 7 am for Disney resort guests? Can those staying on Disney property get return times for 7 am for the genie plus and the individual lightning lanes or do the return times not start until til the park opens at 730?
