1. "She" is the tag fairy, watching to see who begs the most for codes in order to grant the lucky person an awesome code!

2. The tag fairy, about to tag someone with the coolest saying ever, making them envied by all.....lol

I mean it IS the flower and garden festival. I bet that is who it is. I really forget the name but it is a character on stilts that looks like vines. You can hardly see her, which is why "she is watching you" because you dont know where she is but she can see you.
