I've never been to this restaurant and have a 8:20 dinner ADR, are there tables in sight of illuminations????

No, you cannot see outdoors from Le Cellier. It is down a path from the lagoon and I'm not sure there are even many windows from which to see outside - even if you could, the angle wouldn't work.

No.Le cellier is basically a wine cellar type environment...no windows.that is situated kind of under and behind the canadian pavilion.

"Le Cellier" means "The Cellar". It's sort of below sidewalk level. No windows.

Le Cellier ws designed specifically to block out all activity of the park. It was meant to be a place you could escape if you were feeling Epcot overload. But step outside the restaurant and you'll have plenty of good viewing vantages.
