WOW, I would have a hard time letting her out of the house. She is BEAUTIFUL!!!
As for the OP, sorry, I'm a bad mom, I wouldn't go through all of that for a prom. I don't think it makes anyone a good mom or parent to give in to a child's every desire. Maybe it is a regional thing but I have never heard of hiring someone to come to your house to do make-up, let alone having to spend $200 on top of that to BUY the make-up.
Actually I don't think I'm a better or worse Mom then anyone else....just a Mom who, I'm sure like everyone else, uses their best judgment in figuring out what is the best course of action for the situation for their child. 
She asked me what I wanted to pay and I said around $50 or less, and she later said she tried to keep the bouquets low for people... in the $20-30 range.
By that point I'd already told her $50, so I didn't want to go back on it, even though she would have been perfectly sweet about it.
