How are the wait times for late afternoon 5-7 pm for the rides in Suess's Landing?

Are express passes available after 3 pm fpr them?

Are express passes even needed there?

You probably won't need express pass until Friday and Saturday. I would suspect that most passes will be gone by 3:00 PM but I wouldn't worry too much as Suess Landing usually isn't too busy from about 6:00 PM until close.
