I worked at the security office when i was in college. Even though this was slighly off campus, I would think that the campus police would want to know. I went to a small school, so maybe it was a little different but the campus security and local police had a great relationship. If someone reported something like what you described, they would have kept an eye out for the car, then the police (if off campus) or campus guards (if on) would have had a chat with the individual. I remember the security chief saying somethign like "90% of the weirdo's out there will get scared off from the chat and never come back. The 10% that we see again are the one's we know we have to keep an eye on."
Had a similar thing at night in a drug store picking up meds for my at the time baby. Saw a guy shoplifting, looked up and realized the store clerk saw it and let him do it Then when i left 10 minutes later or so he was lingering in the parking lot between the door and my car. Made a mad dash to the next store where the manager kindly walked me to the car - he was gone.
