We just purchased a DVC through a resale. We've never toured any of the DVC properties. When we are there next April do you think they would allow us to tour SS? We won't be staying there in April but at our off site TS.
And yes, you can tour the facilities. Go to the DVC Welcome center office next to the Spa facilities (can't miss it, it is the one with the huge entry and signs that say Disney Vacation CLub) and tell them what you just told us!
There is a daily? Member preview time in the early evening (last I saw) that members are allowed to browse the model rooms. Usually there's a sign outside the SSR model room in the Springs mentioning the time.
Remember, the sales center is staffed by sales people only. Those CM's are only getting paid because of direct from Disney sales (they are not paid by member dues, nor do they get anything from resales. They are not DVC ambassadors).
Don't get surprised if they do not want you spending time that could be "better" spent on prospective customers (unless you are truly interested in adding on additional direct points )
We bought at SSR sight/unseen and were in Orlando offsite last month, we stopped by SSR and they were very happy to show us a 1 bedroom villa!! They were all so nice...and I must say I will never stay offsite again and am soooo glad we purchased DVC.

BTW I also purchased DVC without taking a tour, but I was familiar with the concept from what I learned here of DISboards and from previous WDW visits. As the others have said, you'll be able to take the tour when you're at Disney. If you are like me you're going to love it!
We too purchased BLT without ever have taken a tour or been in any DVC room. It has been just over a year for us. We have stayed at 2 resorts so far and are staying at 2 more in November. Hoping for Aulani next year.
On our last vacation in June we went to the SSR sales center and told them we just wanted to see the model rooms as we were already members. They were incredibly gracious and were very happy to show us around.
We also stopped by OKW to look around (have never been to the resort). We went to the front desk and told them were we DVC members and asked if we could see a room. They were also very gracious and showed us a 1 bedroom.
