I will agree that Disney doesn't have to offer a code to every person on the planet but at the same time if the code being offered is touted as a "General Code" then it should be given to every person who calls.
I believe some of what being expressed is this:
My best friend and I call Disney for the same category resort with the same dates ...
CM "Minnie" lets me apply the general code.
CM "Goofy" does not let my best friend apply the general code.
Call it what you will - unfair, not equal - but something is not on the up and up with that scenario.
And that is what is playing out here in front of us. George, Ralph and Henry are calling, trying to budget in a trip this year, changing dates and resorts around to fit within the parameters of the supposed general code and they are consistently being told no. While Tom, Dick and Harry are getting told yes. Somethin's wacky somewhere.
And for the record, no I haven't called myself. I haven't decided when I can go yet this year, if at all, but I really feel bad for the people being told no to a general code.
I don't understand how general isn't equivalent to unconfined, unbiased or not particular.
