As the manager of a store (not Target), let me give my two cents worth.
Any given Customer Service Clerk is most likely to do whatever they feel is the least hassle (for themselves) at any given time, unless a store enforces a strict policy covering the transaction. This explains the varied experiences in the same type of stores. Unfortunately, as a Manager, I can't always ensure that every single transaction is handled precisely as I wish.
As to the credit showing up immediately versus being delayed a few days, this is usually related to whether the transaction gets "batched" before the second transaction takes place. "Batching" is the process of sending the information to the processing company for payment/credit. Some register systems do this immediately, some every few hours, and some only at the end of the day.
If the sale and credit both take place within the same batch, there will be no delay in crediting the account.

That was just my first thought when I read the post. I didn't get why the big deal over $55, knowing it would be reversed. Sorry if it came across as rude. I'll leave the smiley out so I don't offend anyone with that either. I just didn't see what all the fuss was about and the poor Target employee took the blame.
