Weather reports for Halifax indicate temps in the 70's to 80's in July, humidity under 50% and wind around 12 mph. I've been to eastern Canada once in July and the temps were similar. We carried mostly shorts, but layers to anticipate cooler nights and some rain.
Nationally, weather is wacky and somewhat unreliable so we're packing t-shirts, a button-front shirt or two, windbreaker, a pashmina or scarf (these come in handy on planes, dining rooms, cooler nights) and small umbrellas.
My husband and I never pack more than a backpack and a carry-on each which works for up to three weeks for us if we have a place to do a little laundry or wash things in the sink so it's usually 2 pair of lightweight slacks, a long skirt, 3 shorts, 6 tops (2 for evening), comfortable shoes, one pair of dress shoes, undergarments, bathing suit, pjs and accessories. I just don't mess with full sizes of hair products and have converted all of my makeup to powders to avoid that whole airline stuff and only carry the 3 oz containers if I need lotions and creams.
