We just returned from our first stay at WLV and the boat from Fort Wilderness Campground is full of campers and kids coming to swim. They get on and off the boat all day with there towels and coolers and no one says anything. Is this ok now?

From what I've heard, that's been happening for years. WL appears to be one of the most abused since it's arguably the smallest feature pool on property and so close to the campground.
Other than SAB Disney pretty much turns a blind eye to it. Occasionally you'll hear of CMs checking for room keys, but those stories are few and far between.
Disney is almost entirely to blame for the situation. Sure some people know they aren't supposed to pool hop. But I think others may simply be ignorant. It's not like Disney really goes out of its way to communicate that only registered guests are supposed to use a resort's pool.
And those who do know better have little reason to stop since Disney doesn't do anything to combat the problem.
We were there last year and there were a bunch of golf carts parked in the WL lot. A thunderstorm came up and there was a stampede from the pool to the parking lots (via the walk between the WL & VWL) then a "race" of carts headed for the path to FW.
I've only seen the guards check ID's once in years.
Aren't they addding a water play area at the Fort as well as the pool slides? Maybe then, pool hopping from FWL to VWL will stop completely?! Or maybe the trend will reverse ...
The main pool at FW was refurbished, and a slide was added. The pool reopened just before Easter. The splash area was taking a little longer, but is supposed to open this month. So far as I'm aware, the FW guests were only allowed to use the WL pool up until the main pool reopened - so they are not supposed to be there now. If this is still going on, then someone at WL needs to bring it up to management. A few weeks of ID checking would be enough to deter most of the activity (just imagine how fast word would spread here about "no more pool hopping from FW to WL" ), then they could go back to intermittent checks.
We've stayed at WL several times and have seen this happen every stay. In fact, one afternoon the line for the boat was half way down the dock and every single person was in swim wear heading back to FW. No wonder the pool is always so crowded.
