There isn't an official DISboard Paris page for this board (although there is an official one it's more for the US parks) but there are lots of various DLP groups/pages on fb.

It may not seem as busy here as it has been but think that's mainly down to the time of year - it's the school summer hols and people tend to be outside more rather than stuck indoors.

I'm willing to bet if you start planning away people will soon interact with you.
