Is PV a normal cruise ship dock or tender?

Hi! Our cruise swapped port days and then we found out our port adventures were canceled. Trying to book excursions on own in PV … we have 6 hours and the one I’m looking at is 2 hours. We dock at noon … excursion meets at 1pm … if we dock regular this will work … if we tender it probably won’t. Also, has anyone done the ATV/RZR suspension bridge excursion? If so, can I ask you a few clarifying questions? Cheers!
