Is Port Orleans FQ worth the difference over Pop?

We can only guess, as the OP hasn't shared all of the details. POFQ is often excluded from free dining, so it's likely the $1700 is paying for the QS plan and upgrading to the resort vs. POP w/ free QS dining.
Either way, the difference is significant!

No. $1700 is the difference for the room and adding dining to the POFQ stay. In their original post it states that their current reservation is at Pop with Free Dining.

A resort's worth is not only different from person to person, but even to the same person from trip to trip. DH & I love POR, and think it's definitely worth the higher price. But for our next trip, we'll be staying at POP.

Not because of anything to do with the resort, but because we'll be going with our kids, and we want to stay longer than we usually do, we're going to MNSSHP, plus the kids also want to spend 2 days (and a hotel night) at Universal this trip, too. And it's not in our budget for this trip to do all of those things plus stay at POR. So for this trip, we decided those other things are worth more than POR.

But on a shorter trip with less extras, or on a trip with just DH & I, or maybe just a trip when out budget is more, then we'd likely think POR was worth the increase in resort price.
