It’s one of the most popular locations in the park. There was plenty of availability on the evening of 14th when reservations went live but not now unfortunately. Best you can do is keep checking every day.
Keep trying. I know there's a place you can sign up for alerts when something opens up. Worst case scenario, you can join the walk up wait list day of. It's full right now, but when I first opened the app to look into your question, there was availability. If you don't care what time you go, just join the wait list as soon as you're at the parks.
I don’t really know what you mean by “unlimited capacity“ as there is a finite number of people allowed in there.
Between the videos I watched from yesterday and the videos before covid it appears to be about the same number of people they are allowing in. I don’t think they are holding back any reservations for Ogas cantina.

Gosh, I hope that doesn't happen again. That was super awkward. We didn't enjoy our one visit at all, sharing a booth with a group of 4 partying young adults, and the table was already littered with their detritus, and that of the party who'd been sitting in our place beforehand. Granted, they were busy, but it was icky. We sat for quite awhile before the server came up, bussed the dirty glasses and plates, gave our side of the table a cursory swipe and took our order.
