Is Code Good for Room Only Reservations?

Is the code ZQG (no dining plan) good for "room only reservations" or do you have to purchase tickets as well?
 
I'm pretty sure it is for a package, so you would have to purchase at least a 1-day base ticket for everyone in your party.
