FaceTime is not related to messaging plans (pay-per-use, $5 for 200 messages, unlimited, etc). In other words, you dont need messaging plans to use FaceTime.
If after some hours youve activated your wireless numbers (phone and internet work), but youre still seeing Waiting for activation message under Settings > Phone > FaceTime = ON (default)
Some resolutions are below for our families and friends:
Previously many had placed a block via AT&T Customer Support for incoming and outgoing messages (you wont see the block under Online Account Management), they removed the block via AT&T Customer support.
Some were upgrading from first generation iPhones (2G) with $20 unlimited messaging plans. AT&T told them they must upgrade to one of the messaging plans. They chose one temporarily while on the phone with AT&T.
After FaceTime is working for them, they called AT&T to Re-activate the block for incoming and outgoing messages. They use third party messaging apps (free and/or one-time-cost apps). FaceTime is still working for them as of my write-up.
Dont know why? But it must be some AT&T systems activation processes.
Some resolutions from Apple forums:
Ensure Wifi and iPhone 4 to iPhone 4
Settings > Phone > FaceTime switch = ON (default)
Settings > Phone > Show My Caller ID = ON (default) because your phone number will be shared with people you call with FaceTime.
Turn FaceTime switch off/on
Reset Network Settings
Turn phone on and off and hard reset
1-888-FACETIME or 1-888-32238463 (yes that is eight numbers at the end) from Apple.
