We were thinking of breaking up a day at Epcot by spending some leisurely time at Boardwalk. Can we use the International Gateway if we're not staying there or is that just for BW guests?
That sounds like a great plan and one we've done many times. Anyone can use the gateway. There is so much to see and do over at Boardwalk/Yacht Club/Beach Club.
We like to stop by Beaches and Cream for sundae's and then walk them off touring the area.
The BW is very quiet during the day, the entertainers and carts (other than the pin trader) don't open until late in the afternoon. But ESPN and BRG are open for lunch.
A very relaxing thing to do is buy a drink or snack from the Bakery or general store, take it up on the BWI veranda and rest in one of the rocking chairs, just soak up the calm atmosphere.
Also have a question about the International Gateway - can you get to this exit from inside Epcot before 11 a.m., when I believe the World showcase usually opens?
We were planning on doing EMH at Epcot on a Weds morning & then heading over to Beach Club around 10 am for the character breakfast at Cape May. Will we not be able to get to the International Gateway before 11 am?

Even though the World Showcase isn't open until 11, the International Gateway opens early, probably at the same time as the Main gates. You just have to pass the World Showcase without stopping at an attraction. For the guests at the Boardwalk, Yacht/Beach Clubs, and Swan/Dolphin, this is the best and most direct way to get to Epcot, so they open the gateway when the park opens.
