Past DCL cruisers help plz.....Do you have to fill out the credit card paper included in your document papers for the child/children even if you are not assigning them charging privilages?

I believe you only have to fill out one per stateroom.

And, (don't quote me on this), but I believe that once you fill out that paperwork for your stateroom, everyone has charging privleges, including the kids. If you don't want them to be able to charge on your account, you need to go to guest services and request they remove it from their card. Just something to keep in mind and perhaps inquire about when you board, if it matters to you. Have fun!
