I'm not sure if "naked day" would act as a deterrent against party goer nosiness. Might have the exact opposite result!
My new neighbor and I have an adjacent backyard separated by a brick wall. My new neighbor decides to create a deck so high that when he has his parties all the guests can look down into our private yard. I know he can do what he wants and at this point don't care. But how would you feel if this were you?

First time he has a party, I'd have naked day in my yard.
In that case, I'd have to hop the fence and ask for a drink. Maybe everyone else would join in on naked day![]()
I don't understand what a HOA would stop.I will go against people here and say yep, it would bother the heck out of me.
This could be one of the good things about living in an HOA. Around here, that probably wouldn't be allowed. It is one think to have your neighbors see into your yard, it is another if they have a lot of parties and everyone can see into your yard.

Building a 2nd floor deck? Our house has a walk out basement, so the deck is on the 2nd floor.
Or someone having parties?
Assuming the deck conforms to whatever HOA guidelines there are, I don't see how they're a help.
IMO, if you have a problem with someone looking into your yard, put up a taller fence or taller plants to prevent it.

Feeling better and better about my decision to buy a house at the top of a hill, at the end of a cul-de-sac, on three acres, bordering a nature preserve.
