Well, it depends on the day and how close to the front of the Soarin' queue you end up. If you can be in the front of the pack in the first couple of ride cycles, then odds are good on a reasonable Test Track wait. If you are in the back of the pack you might be waiting an hour for Soarin' at which point the rope drop advantage will have disappeared by the time you get off the ride.
Possibly, but not likely. Given my recent experiences (last week) and you're going to do both with no FP+, I'd do it the other way around. RD TT then book over to Soarin'. If you get on TT quick enough, your Soarin' wait should be well under 30 minutes.

Given our experience in early June I would RD TT and then FP Soarin, with the new film I am guessing Soarin will see waits of 60 minutes plus soon after opening due to majority of RD guests heading there first. Doubtful. We have done Soarin at Rope Drop and by the time we made it to TT the line has always already seemed to be up to at least 45 minutes. We have been able to single rider still with very little wait though. We do not go in high crowd times either. Frozen certainly throws a wrench in things if your kids are too little to single rider and you want to ride Frozen, Soarin and TT-- or actually it is more FP+ that messes that up.
