If you get a great deal....

I generally think of the price limit as the maximum you can spend, not how much you have to spend. So I would say you don't have to buy anything else.
 
I go by "what you spend", not "item value" although I don't think you have to spend the exact amount to the penny. I try to come within $5 either way. The reason being, if the person were to decide to return the item for whatever reason, they are only going to get the $15 you paid. I wouldn't feel right doing that.

OP, I would go find something for around $5 to add on and feel good about getting them a little something extra and still saving a few bucks.

Last Christmas we drew names with some family members and I found awesome deals on everything I bought for my person. She got a pile of gifts and I spent $70 of the $75 limit. I thought for sure I was going to be the one giving the best gift!:goodvibes Then the gift I received was a set of dishes that retailed for almost $200 that they got on BF for $75!! Part of the fun was seeing what great deals people found to maximize the gifts given and stay within a budget!
 
This is why I will not participate in these types of gift exchanges. If you are supposed to spend $25, then you should be spending $25. If you buy my gift after Christmas for the next years exchange and got it for $5, that is not the same as purchasing a $25 gift. I've found that people find any way they can to not follow the rules, so I opt out. I'll take my $25 and buy myself something nice. :thumbsup2
 
We have the gift exchange every year also in the form of a game where everybody contributes a 25.00 gift. I always search or the best deals but I would not spend less than amount stated. I do not believe it is the maximum. In our family it is the amount that should be spent (or close to it). I don't think anybody would fuss if a person just opted out but contributing a 10.00 gift And receiving a 25.00 gift would make me feel bad.
