My father had a similar experience.
However, my dad's case (as was yours) was concerning an AP that was paid for, but not used.
The OP's case does not seem to fit this scenario.
The OP says that the passes were not used, although they were partially paid for. So it's not an identical situation, but it is similar since they paid money but didn't use the passes. It would be nice if Disney would allow them to apply what has been paid toward new passes, even if those passes must be paid in full at the time of purchase. But until the OP's family calls Disney, we don't know what Disney's answer will be. Worst case, they pay what they owe (possibly with penalties or fees) and have nothing but expired APs to show for it. Best case, they can apply the funds paid toward new passes. Or knowing Disney, it could fall somewhere in between. It will be interesting to find out what happens when they call.
