...what would it be? Please exclude Monsieur Paul. We will have our 3 1/2 year old. He is seasoned at signature restaurants but I feel that one is a bit too quite and intimate with him...

So many great choices it depends what you like. For adults I would say restaurant marakesh in Morocco because you are really getting dinner and a show. The belly dancers are great, and the food was very good if you like Moroccan food. If you go to tangerine cafe for lunch you can see the belly dancers usually outside at night. So you might want to skip this for dinner if you have not been to the following choices already.
Germany Biergarten also has a oktoberfest show which we also love. The food is great also.
If you don't care about a show but want some fantastic food and ambience then Mexico San angel inn. is awesome. If you don't go here for dinner you can always take the boat ride if they still have it inside the pavilion and get a margherita at the bar inside. The margaritas inside are superior to the ones offered outside, there are many choices in side there is no comparison
But of course if you have children the character princess meal in Norway is fantastic .
I would skip Canada le cellier only because it is really just a good steakhouse which i am sure you can find at home
I would skip Japan because it is just like beni hana which you probably have at home
and I would skip France because it is overpriced and not good in my opinion
I would skip Italy because there are much better Italian restaurants elsewhere
and I would skip Coral Reef because if you dont get a tablet next to the aquarium viewing windows it is overpriced and the fish is not good-that is not in world showcase but is in Epcot future world
I would skip china because it is not better than any chinese restaurant elsewhere
The restaurant in United Kingdom is very good also but eat outside overlooking the lake if you can.
The character meal in the land is a favorite of ours also.
so if you have children i would do the Norway akershush princess dinner as a first choice, Germany second choice and Marakesh third choice

It would have been Monsieur Paul, but your toddler makes the decision either:

1.) Biergarten, or
2.) Teppan Edo.

Each place offers diversions for young children.

Biergarten is buffet and has a bit of entertainment.

Teppan Edo has the cooks preparing the food before your very eyes.

Honorable Mentions:
3.) Coral Reef is just past World Showcase and it feels as if you are sitting inside an aquarium. This worked for our toddler too.
4.) Garden Grill has Characters.

Thats tough. We love Biergarten for the food, atmosphere and entertainment, a win win win in my book
But then I think of Rose n Crown , the food and atmosphere are awesome
And lets don't leave out San Angel Inn, atmosphere is tops, and food, though at times has been off, its still among our must dos
Via Napoli though the atmosphere is less than stellar, the Picante Pizza is the draw for us
And finally, though I will get scoffed at, ridiculed, etc etc, Nine Dragons ranks amongst our faves at Epcot. I know I know, you folks who will poke fun can go to your local Chinese place in NYC or Chicago or somewhere like that and get the same thing if not better than ND serves up. But from where I come from, we don't have those places so their Honey Sesame Chicken gets us drooling overtime we hit the door.
Oh, you said one!:D

Teppan Edo is just like any other Japanese hibachi/teppanyaki place in America. If you have one near you, I'd strongly recommend something different that you can't get at home.

We loved nine dragons when we tried it last year. Do we have Chinese here at home? Yes. BUT we love Chinese so much that we will eat it just about anywhere and everything I tried at nine dragons was new to me.

i would still pick Monsieur Paul. We were there in October and there were several 3 year old kids there. They were well behaved. Didn't interfere in our dinner and didn't seem to interfere with their parents meal as well.
You know your kids best, but if you think they would do well there, I wouldn't pass it up. When our kids were younger, they went to almost all of what are now signature dining restaurants. Unfortunately, they still love going to those places with us now, (the kids are just more expensive now). We took both kids to Victoria and Alberts when they were teens and they loved it.

With a 3.5 year old, Via Napoli. We took DD6 and DS 2.5 for our last trip and it was their favorite meal. Biergarten is also fun, but my kids were mixed on the band and food.

Spice Road Table, service is awesome, food is amazing, and sitting on the patio is relaxing. If you go around 7:45 to 8:30, ask for a patio table by the lake. You can watch Illuminations from there. We definitely will be going back. Also, the night we were there, there was a family with toddlers, and the staff were amazing with them.
