I would not eat in a park for my birthday, I'd pick Victoria & Albert's for my "If I could eat anywhere"

If I had to be within a park I guess I'd pick Bistro in France (Important Bistro - Not Chefs de France)

I am going to be at WDW for my birthday in August. I wanted to go to Citrico's but they are closed on Tuesdays. So I am going to Kona on my actual birthday and going to Citrico's and ordering a birthday cake on Thursday.

For breakfast on my birthday we're going to Crystal Palace.

I agree with a PP that resort Signatures are probably your best bet for a quiet romantic meal.
My suggestion would be Jiko at the AKL. I have been 3 times and each time was better than before. The restaurant is beautiful, the atmosphere more serene, the service wonderful and the food delicious.
If I could eat anywhere it would be Jiko followed by California Grille with an expectation of a noisy, crowded restaurant.
