Hi! We are hoping for free dining for the end of August like a lot of people! If we were to book our hotel, and Disney didn't offer FD, would we be able to cancel the reservation without paying? The dates we were thinking were 8/23-8/28. So if FD started on 8/24, what would we have to do? Thanks!

If you book a room only, you will have to pay the 1st night as a deposit, and then you can cancel up to 5 days before without penalty and get your deposit back.

If you book a package, you pay $200 deposit and then can cancel up to 45 days prior to your trip and get a full refund.

You have up until 45 days prior to arrival to cancel a package without a penalty, with room only being 5 days. Keep in mind that if you book room only and change to a package later, the room only will have to be cancelled/refunded and the package booked, requiring a new $200 deposit (or payment in full if you are less than 45 days from arrival). If you will only go if FD is offered, it's best to wait and see if FD does come out for your dates. If you book now and FD is available during your dates for the resort/room type you have booked, your reservation can be easily modified. However, Disney releases discounts to fill rooms, so if you book now "in hopes" of getting FD, that's one less room Disney needs to fill. Also, there still has to be availability under FD to get the discount as having a reservation already in place does not guarantee a discount can be applied. With that said, if you will go regardless of whether or not FD or another discount comes out, I'd book now to get what you want. But if you will go only with a discount, I'd wait to see what discounts (if any) are released for your time frame. Good luck.

ETA: If you booked those dates you posted, you would not get FD since your check in date would be before FD started. What you would need to do is arrive on 8/24 or book room only for 8/23 and a FD package starting 8/24.
 

You can cancel a reservation at any time, but...

-if it is a package you can cancel up to 45 days before your arrival date and receive your deposit back ($200). If you are within 45 days of arrival you forfeit $200, but will receive the rest of your money back. If you opted for trip insurance from Disney that will not be refunded. If, however, you are just changing the dates of the trip or changing resorts any money you paid will be transferred to the modified reservation. Within the 45 day frame you may be charged a change fee of $50 if the modified package costs less than your original package. If it's more, the fee is usually waived.

-if it is a room only res you can cancel up to 5 days in advance of arrival and you'll get your deposit of one night's room rate refunded. Any closer to arrival you can still cancel, but you'll forfeit the deposit.
 
From the Disney Reservation site for 2013 policy:

Cancellation Fees Prior to Guest Arrival

Cancellation of Reservation - If the reservation is cancelled amounts paid, minus cancellation fees, vacation insurance plan cost, and other amounts owed, will be refunded. For cancellations made 44 days or less prior to guest arrival, there is a cancellation fee of $200 per package, plus any cancellation fees assessed by third party hotels or other suppliers. No refunds are given for cancellation of a Grand Gathering experience made 6 days or less prior to the experience date.
Guest will be responsible for any cancellation fees assessed by an airline. In the case of a non-refundable airline ticket, the cancellation fee is equal to the entire ticket price. Cancellation of a refundable airline ticket must be made at least 24 hours prior to the scheduled airline departure time.
Vacation insurance plan cost is nonrefundable.

Change Fees and Changes to Reservations Made Prior to Guest Arrival

Changes to Reservation - For a change made 44 days or less prior to guest arrival that results in a change in the package price, a change fee of $50 per package, plus any change fees assessed by hotels or other suppliers, will be charged. Such change fees must be paid in addition to any increase in the package price resulting from the change. If air travel has been ticketed, guest will be responsible for any increase in airfare as well as the change fee assessed by the airline.
Changes to reservations which affect outbound flights or first night's accommodations must be made at least 7 business days prior to guest arrival. Land portions of the reservation cannot be canceled without also canceling the air portion of the reservation booked through Disney. Airlines/hotels/suppliers do not permit changes in certain situations. All existing travel documents must be returned to Disney via overnight delivery service and revised travel documents will be delivered to guest via express service, both at guest's expense.
Disney reserves the right to restrict changes to any reservation.

Refunds

No refunds will be given to no-shows. No refunds will be made for unused admission tickets, options or features, including meals. No refunds for airline tickets will be made after travel has commenced or if a flight is missed/delayed. Any refunds allowed by Disney in its sole discretion after arrival must be requested in writing within 60 days after departure and will be assessed a $25 processing fee. All travel documents (including paper airline tickets) must be returned to Disney in order to process any refund. Disney reserves the right to make refunds in accordance with the method that payment was received. All appropriate refunds will be made through the guest's travel agent if the reservation is made through a travel agent. Disney is not responsible for the receipt of refund monies by guests from their travel agents.

That all depends on your bank or credit card company. Disney usually processes the refund within a day or two.
