If needed can 7 yo and 3 yo ride together?

Wondering about riding for my family of 6.
Most of the time we will stay together but there may be times we are split up with DH riding a "thrill" ride or something. So here I am wondering if I can ride with the twins and the other kids ride together.

Our kids are 7, 3, 16 months, 16 months. I assume that on some "two seaters" we can actully fit one adult, one "older kid", one 16 month old. If not I am just wondering if the 7 and 3 year old can ride together?
 
If you were on the same ride with them, I don't see why not. We have done this many times. I wouldn't send them on a ride by themselves, but that is based on my kids. I don't think at 7 the older one would adequately supervise the 3 year old. But on the same ride? Sure!
 
Should be no problem, last month at DL, DD7 and DD4 wanted to ride together so on many rides they sat together in front of DH & I. I wouldn't let them ride together on Peter Pan, because I didn't want them trying to get out of the ride and we'd still be behind them. For sure it was no problem on IASM and Pooh. I can't remember which other rides we did it on; but anythign with a 2 rows of seats it worked on.
 
I would base it on the ride. For Goofy's Barnstormer - I don't think I would let a 3 year old on without an adult. Dumbo is iffy here...I guess it would depend on the 7 year old and how responsible. Just my opinion and what would make ME comfortable. But on Winnie the Pooh, Peter Pan, Buzz, Teacups, IASW (room for more than two) - then I wouldn't have a problem with it. Just plan your rides accordingly when you are split up - and maybe plan some shows during that time.
 

We were able to fit 3 on everything, so you should have no problem.
(The only rides that only held two--Everest, RocknRollercoaster-- are ones your little ones won't be able to ride anyway.)

Personally, I would not let a 7 & 3 year old ride alone. It doesn't matter how "responsible" the 7yo is. What if the 3yo decided s/he didn't want to listen to the sibling or insisted on trying to climb out? I'm sure most of the time it would be fine, but I wouldn't want to take the chance or stress out my older child if the little one did start acting up. I guess I'm just imagining the 3 year old falling in Peter Pan or standing up on Dumbo and getting seriously injured. I'm paranoid by nature though and wouldn't take the chance.

We did all of the "thrill rides" several times throughout our trip and really never split up. The wait is minimal if you use fast pass and rider switch.
One evening I took my DD9 out to the parks and left daddy and the little ones at the resort, so we could have one evening of just doing the big rides. It was a highlight of our trip and we had some great mother-daughter bonding time.
 
I believe a child has to be 7 to be in a ride vehicle without an adult - so the 3 yr old would have to have an adult in the ride vehicle. Most of the attractions that a 3 yr old could ride would have seating for more that 2 people anyways, (except Peter Pan, I think?) so it should work out OK.
