Well I do not think Disney cares how you feed your child. What they want is to lessen complaints about breastfeeding in public. Yes we know women have a right to breast feed at disney anywhere they want, but still doesn't help the poor CM that have to deal with the unreasonable peoples complaints.
Some women are not comfortable breastfeeding in public, which can change the let down reaction which means the baby will not be fed as much if the mother is uncomfortable. I would suspect that more of those breastfeeding mom's seek out the BCC than attempt to feed else where in the parks.
Disneys is trying to deal with people needs not just wants or desires with the space they have.
I also doubt if guest service have had complaints about someone bottle feeding an infant in the park which is why they have not dedicated a space for people to bottle feed an infant in the BCC, but still have equipment to warm bottle that are needed for bottle fed infants.
Oh and just because it is a nursing room doesn't necessarily mean it is quiet. A double breast pump can make quite a noise!
