I use brads too, or cut a slit in the paper and tuck the ribbon back through and you don't see the ends, then just glue it to the back of the paper.
Clear nail polish works good to stop fraying too. I once made a front doormat by tying ribbon into each little loop in a woven rug. That was a huge project but turned out totally adorable! I used clear nail polish on each ribbon end. It held up for years with people walking on it daily, so I'm sure it would work in a scrapbook. But you'd want to use a good page protector so the nail polish didn't damage any photos or memorabilia over time.
