Last spring, before the ticket price increase, I purchased three 8day WP&F park hopper non-expiration tickets for $563.95 each. At that time Undercover tourist I think stated they were $69 off park prices. It was my intent to use these to upgrade to AP. At this time the AP is $609 which comes to $648.59 with taxes. At this time Undercover tourist lists these tickets at $651 which states is $39 off gate price. That would bring these ticket prices to $690. Do I just use these tickets towards our annual passes or does anyone here have any better ideas?

are you going to use more than 8 days this year? are you going to be getting passes in the future years? Are you DVC member going to take advantage of the pass special?
since they are NO EXPIRE you could just hold onto them for a future year when you aren't getting an ap

We will be going back 2-4 more times and will be wanting annual passes. Our last passes expired in October. We usually get 2-4 trips/annual pass and then wait 6 months. I think most of our stays from now on will be just shy of 2 weeks. Will Disney just Bridge these tickets? I understand that I probably won't get any refund.

You will probably (not certainly) be better off using those 8 day non-expiring tickets towards the purchase of annual passes.

This is because, in general, a NE ticket has to last for two complete vacations to be cost effective over separate tickets, one per vacation.

It is impossible to know for sure unless you first plan your schedule of visits all the way through when you are thinking of using up the 8'th day of those tickets. Then you size up what alternative ticket purchases are needed to cover all those days.

There is no reason the tickets won't be bridged if you use them once before upgrading. You are correct that refunds aren't offered if your ticket value is higher than the item you are upgrading to. However, it did happen to me once, I figured it was pixie dust. But the policy is no refunds.
