They also clearly state return between a designated start and end time on that date. Or there would be no discussion about using them after a certain time....

So, using your argument they should not be allowed anytime outside of the stated times. Or be allowed anytime after such stated time........
It is what it is. But, at least have the facts right. And for the Red herring it might have been exaggerated, but even 100 people showing up late with Fps for a time slot would greatly increase the wait time.
Yes, there is clearly a return time printed on the front of the FP. You don't need to tell me that since I have pictures of FPs on my web page. I also have a picture of the back of the Fastpass. In the language on the back, it explicitly states that you can't use it early ("Cannot accept early arrivals") and can only use it that day ("Valid only on date printed"). You know what it doesn't say? Anything about not being able to use it after the time printed. It does, however, say "Please..."
It allows Disney flexibility. Their policy is to accept them late by default. That is why I used the word "explicitly".
