Has your BFF gotten any Marriott cards or bonuses within the past two years?
The new restrictions post-8/26 would make BFF ineligible for the SPG Biz if:

BFF currently have or have had any of the following in the last 30 days:
- Marriott Rewards Premier Business credit card
- Marriott Rewards Business credit card
BFF acquired any of the following in the last 90 days:
- Marriott Rewards Premier Plus credit card
- Marriott Rewards Premier credit card
BFF received a welcome offer for any of the following in the last 24 months:
- Marriott Rewards Premier Plus credit card
- Marriott Rewards Premier credit card
Otherwise, the SPG Biz has a higher 100k Marriott points offer, but also a higher MSR of $5k/3 months. The Marriott Biz has a 75k Marriott points offer but only $3k MSR in 3 months. As you noted, the SPG Biz has the first year AF waived; the Marriott Biz has a $99 AF not waived.
I'd also note that with the delays in Chase posting signup bonuses, even though the MSR is lower and presumably easier to meet on the Marriott Biz, it could take 1-2 months after statement close to see those points. Whereas, the welcome bonus on the SPG Biz will post within 3-5 days of hitting MSR; no need to even wait for the statement to close.
Keep in mind that if BFF hasn't gotten any Marriott cards in the past two years, and therefore qualifies for all of Amex's SPG cards, dipping her toes into Amex SPG cards will disqualify her from the Chase Marriott cards for at least the next two years. After 8/26, it's basically choose Amex SPG or Chase Marriott. I've made a case previously that if you're starting from a blank slate, get the Amex SPG cards first. There are 3 SPG cards with current bonuses totaling 275k Marriott points (of course, 2 of them are personal cards that'll count against 5/24) vs. Chase's 2 Marriott cards totaling 150k Marriott points. Amex's bonuses are once per lifetime too, so once you get them there's no looking back, and you've started the clock towards getting the Marriott cards in 24 months, assuming you're under 5/24 then.
