I have taken photos on many rides with my camera in the "no flash" mode and they generally turn out just fine. My camera has a setting that helps it to stay in focus if you are shaking a little - that´s what I use on my camera with the no flash setting.
It is very annoying (even on rides like Peter Pan) to have a flash go ahead or behind you every time you get to a new scene. And the flash doesn´t really work that far out anyway, so using it doesn´t hlep the picture turn out all that much.
We were on Dinosaur once with someone who was using a light for her pictures. Each time she turned to something, we got to see the framework of the dinosaur that is usually hidden by the darkness.

Anyhow, I'm pretty confident that my picture taking didn'y disturb anyone else.

I've pretty much stopped flash photos on rides except the ones where it clearly isn't going to be creating a problem for anyone. I've never seen where it prohibits it on some rides, but then again, I've never really gone out of my way to ask either. To say it isn't allowed on ANY rides is not only inaccurate, but really pushing the boundary of just trying to find something to complain about.
