I need to borrow 16 pts for my next reservation, if we need to shorten the trip, and I don't need those points any more, can I keep them to use in this year and get back this year's points to bank?

Yes. Just be sure you modify your reservation and bank the freed-up points before your banking deadline, if the reservation is in the latter part of your use year.
