You have until 45 days until the end of your use year to do the transaction. For my December UY, I could have waited until Oct 17.
There are two ways to deposit points. You can find a RCI property that you want to schedule and reserve it. You can do this online. OR you can deposit points with RCI and decide later where you will use them. To do this, you must call DVC and select the option for “Disney Collection and RCI”. When I did this, I did not have to wait very long, and the CM who helped me was very knowledgeable. She was able to do the deposit with RCI and also to bank my remaining 2019 points into 2020.
You can deposit points into RCI in increments of 10. I had 48 points from the 2018 use year banked into the 2019 use year that were going unused. I added 2 points from the 2019 use year so I could deposit 50 points.
The 50 points that I deposited are good until December 31, 2022.
There is a $95 fee for booking with RCI. The fee is waived for this year. It might be waived next year, but there is no guarantee of this.
It is possible to buy travel insurance, but you must buy it on the day you deposit the points. You have to pay the insurance price for each deposit and each use year. I think it would have been $95 for me, or $190 total for my 48 points plus the 2 additional points. If I deposited more points next year, I would have to pay again for the insurance. So needless to say, I declined the insurance. I am not certain about the amount, because I quickly decided the insurance was not worth it.
It can take up to 5 business days for the deposit to show up on my dashboard.
If you are interested in a certain RCI resort, you must wait until an owner at that resort “deposits” points into RCI (just as you are). For this reason, the resort you want may have no availability right now. You can set up a wait list of sorts so you can be in line for the resort you want if and when points get deposited and there is availability.
The RCI resorts may vary widely in quality, amenities, upkeep, etc. It is on you to do the research and read the reviews.
Deposits to RCI are final. You cannot change your mind and get them back.

Thought I would add...Regarding the travel insurance, we get travel insurance every year religiously for our regular DVC points each use year. In that case, if you use your DVC points for a RCI booking, and you have already purchased travel insurance for those DVC points for that use year that you are using the RCI points for, you don’t have to purchase “extra” travel insurance separate from the DVC travel insurance for that use year.
