I have found an item (very small item) that I want to purchase from an ebay seller in Israel. It will ship to the US. The seller has 99.2% positive feedback and has a few thousand feedbacks all together. Seller ships registered air mail but say the transaction goes bad and I never get the items, does paypal really charge back to the seller and refund my $$? How many days do you have to file a complaint with paypal? I don't know how long to expect shipping to take but I would guess at least a couple of weeks. I am not expecting anything to go wrong with the transaction, but since they are not in the country (US) not sure how rules apply.
