How to safely mail admission passes?

I'm trying to figure out the best way of getting my brother the admission passes I purchased for our upcoming trip in a few weeks. His family will be arriving much earlier than my wife and I, so I would rather he have their tickets so they can start enjoying the parks before we arrive.

I thought about just ensuring Priority Mail, but USPS insurance doesn't cover tickets. Any other ideas?

Probably registered or certified mail. I dont remember which one is which but one is under lock and key the whole way where its going so very little chance of it getting lost.

Also use a bigger package then just a card less chance of getting lost or stuck in mail machine .
