How to get FE goodies on board

I have some candies for FE goodie bags. I want to make the goodie bags up before hand so I don't have to do it on the cruise. But I was reading on Disney's site that Snacks have to be closed bags.

Has anyone done this? Can you put it in the checked luggage or should it be carry on?

You can either put this stuff in your luggage or carry it on. Be smart--put it in the luggage. You don't want to carry it around.

The part about snacks being in closed bags means that the candies have to be individually wrapped--sealed in some way. Since you're not talking about home made candies, you're fine.
