How strict is the “no resort hopping”

Saw the policy where you’re supposed to have a dining reservation to be able to go into a resort without staying there. However, we’re staying at Boardwalk this weekend and we’re wondering if we can ride the Skyliner from Epcot to Riviera to eat at Primo Piatto. Has anyone done this recently? Thank you!
 
Yes they scan you each time and I’ve seen them turn people around. However if you are staying on property you can go grab QS at the other open resorts
Is this still true about QS? Or was it just while parks were closed? I know guests were able to resort hop for QS while parks were closed since fewer guests were staying on-property.
 

I was wondering about this. Because we are staying at SSR, but we wanted to let my stepdaughter ride the skyliner. We thought about taking the bus to Pop Century from MK then riding the skyliner to HS and bussing back to SSR. I just wasn’t sure if we’d be able to access the bus to Pop since we aren’t staying there

Someone will correct me if I'm wrong, but I think you could get on the Pop bus. The problem would be entering Pop after exiting the bus in order to get to the Skyliner. Its my understanding they are checking MBs. The Skyliner is at the back of the resort, so the only way to get to it is to walk through the resort, even though you'd be outside.

Instead, you could bus from MK or SSR to DHS, ride the Skyliner to CBR (everyone has to stop at CBR which is the hub), and then you could turn around and go back to DHS to catch the bus back to SSR. Or you can connect to the Epcot line and ride it to Epcot. It will let you out at the International Gateway, so unless you plan to enter Epcot after exiting, you'd have to then either turn around and ride the Skyliner back to DHS or take the boat to DHS and pick up a bus from there. The Skyliner entrance/exit at DHS is at the front near the bus depots.

Ok, thanks! I was thinking that we would have to actually enter Epcot if we took it there, but I think you’re right, we could just return to HS

The Skyliner entrance/exit is between the Epcot dock for the Friendship Boats and Beach Club. When you exit, you can either proceed to the Epcot gates or proceed to BC/YC, Boardwalk, Swan/Dolphin, or the Friendship Boats. But you can't enter the resorts without an ADR right now.

I can't confirm how they're working the Boardwalk entertainment district now, but based on some reports and the wording from Disney, you would not be able to enter the resorts. All of that said, there was no enforcement of that while the resorts were open but the parks were closed. Since the parks have opened, some reports say they are enforcing it now by validating through Magic Band scans. How strict they will continue to enforce it and what it will be like in December is anyone's guess.

The only resorts that you can not do this are Coronado,Riviera and Yacht Club - all others that are open you can take Disney transportation and go in. If you are driving it may be an issue - they aren't allowing cars in without an ADR. This may be where the confusion is occurring.

I'm just looking for a decent arrival day lunch--don't really feel like dealing with Springs and while Boardwalk Bakery looks decent, there doesn't really seem to be anywhere to sit.

I think that it seems to be the 3 resorts with Convention Centers or can host large events. I totally agree, there is way too much conflicting information out there. The car issue seems to be a big one. I was told that you will get stopped going into any resort (in a car) and asked (Magicband Checked) if you have an ADR or why you are going to that resort. How true this is, I have no clue. I would think if you are on Disney transportation, be it Bus, Monorail or Skyliner, when you get off you can go into whatever resort you want and eat or shop.

There have been other reports here saying people's MBs were scanned prior to entering the resort, meaning at the door. I'm not saying the DVC Advisor was wrong, but they are notorious for providing bad information. It also contradicts the printed guidance Disney released prior to re-opening. However, its also entirely possible Disney is trying different things at different times to see what works and based on capacity - this is evident with the bag check scenario currently.

IMO, it would make sense for WDW to limit the number of people visiting resorts for social distancing purposes. Places like the Poly are very popular with visitors from other resorts, so its logical that they'd want to restrict entry to only those with an ADR or Poly reservation. There's also been reports that resorts are busier than expected at night because the parks are closing earlier, so having some capacity cap or monitoring of that would make sense. Perhaps if its particularly slow or quiet at the resort, they are looser with the enforcement of this guideline. I'll be on the lookout for more reports.

I wonder if only DVC can DVC-resort hop if they check magicbands. I'm sure that YC and CS are a no-go because of the NBA right now, and maybe Riviera is a no-go because of DVC contracts or something. I don't know much about DVC but I've been looking into lately and I read something along the lines of original DVC owners can't go to Riviera or something like that? Maybe that's just for points-booking but it's weird that Riviera was included in the list of resorts you can't visit.

But I totally agree! Parks closing earlier = Resorts being busier at night = Capacity restrictions for people who don't have an ADR or who don't stay at the resort.
 
I'm sure the DVC advisor meant Grand Floridian. Not Rivera. And you can definitely go to other resorts by means of disney transportation.
 
We're staying at WL. Will we be able to go to the Poly for a Dole Whip?

Or visit the GF or CR gift shops?

EDIT: Just got off the phone with the WDW rez line and asked about this. According to whom I spoke with... if your MB is showing that you're a Disney guest staying at a resort (in our case AKL/WL) you can visit other resorts like the Poly. Can anyone else confirm?
