How strict are they with height measurements? (For children right at the mark)

They are super careful - and rightfully so. My DD was so excited to ride Splash Mountain for the first time and was able to do it in the morning but too short at night. She was just wearing comfortable mary janes that didn't have thick soles at the time. We went to the outlets the next morning and bought her a pair sketcher tennis shoes and she didn't have an issue the rest of the trip. So shoes do matter when you are that close.
 
From what I've seen, it depends on the specific place, but most of the time, if a child is barely at the height mark, they tend to round it a bit. So if they’re right on the line, there’s a chance they’ll let it slide.
Not sure where you mean by you mean by 'specific place' but Disney is extremely strict with a child's height. If they do not meet the height requirement (both times for attractions that measure at the attraction entrance and closer to the attraction) a child will not be allowed to ride.

Very strict imo. My identical twin boys are just a smidge apart in height, and one passed getting on Tron and the other didn’t. The one who didn’t has trouble standing up straight and is easily the height at home without shoes, but he just couldn’t do it when the time came. I know it is for safety though, so we just celebrated one riding and the other doing something else!

There is no amusement park anywhere that has a "let it slide" rule when measuring children's heights.
 

It all depends on the CM. My son just hit 38 at our last trip (barely). Some CMs at Slinky and Mine Train looked very closely. Some just let him walk by. I just prepared him that he might get told no but also practiced standing up straight. This was WITH shoes too. He didn't get turned away at all.
We go in January and he is almost to 44 so we are practicing again.
