My DH has already posted so I thought I would,
My problem isn't so much having the boys in the restroom ( although I think by at least 9 they should be in the correct toilet)
It is the fact that the restrooms I have been in usually have decent cracks in them and so yes I may be in a stall but that does not stop boy being able to see what I'm doing!!! If its your own child seeing your parts then so be it but its NOT my child it's YOURS!
I might be changing out of a wet underwear ( in the stall ) which would mean I'm completly exposed OR I could be doing other lady things that little boys " and bigger ones" should defiantly not be seeing! I mean I want to be able to change certain lady things without worrying about if the boy stood waiting for his mum can see what I'm doing!
And as much as some may say its not appropriate you WILL get the odd girl/lady who decides instead of taking up a stall that somebody might need they will do a quick top change in the corner by the mirrors, it happens at every theme park you get wet you change your clothes, plenty of mums decide to just quickly change a little girls dress instead of waiting wet and cold in a long que' and IMO since its the GIRLs room there should be no problem with that!

We have an Autistic son who is 10 but I still would not dream of making others uncomfortable by bringing him in the lady's we will find other ways that are appropriate for ALL!
